CCPA Compliance for B2B Marketers: Best Practices for 2026

How to handle personal information, notices and requests with confidence

TL;DR

What Is CCPA Compliance for B2B Marketers?

CCPA compliance for B2B means treating the personal information of business contacts, such as names, work emails, phone numbers and job titles, with the same rights and rules that apply to other California consumers.

The temporary exemptions for business-to-business and employee data expired at the end of 2022, so a marketer who emails or calls California business contacts has to think about notices, opt-outs and requests like any other business. ReachStream Prospect offers 500M+ contacts, 50M+ companies and 100M+ direct dials, and our Free plan includes 100 export credits a month with no credit card.

Does the CCPA Apply to B2B Marketing?

Yes, in most cases. The CCPA, as amended by the CPRA, applies to for-profit businesses that do business in California and meet at least one threshold: annual gross revenue above $26.625 million (adjusted for inflation), buying, selling or sharing the personal information of 100,000 or more California consumers, or earning half or more of annual revenue from sharing personal information.

Because the B2B exemption has expired, CCPA B2B marketing is no longer carved out: a work email address or a job title tied to a named person counts as personal information.

That does not mean you cannot market to businesses. It means the same rights, notices and records apply to your prospect lists as to any consumer list. Thresholds are adjusted over time, so confirm the current figures with your legal team, and see our guide to B2B email outreach compliance for how the CCPA sits alongside GDPR, CAN-SPAM and DPDPA.

What Personal Information Does the CCPA Cover?

Personal information is any information that identifies, relates to or could reasonably be linked with a particular person or household. In a B2B setting that includes names, business email addresses, direct phone numbers, job titles tied to a named person, IP addresses, cookie identifiers, form submissions and inferences such as buying intent.

Sensitive personal information, such as precise location or account login details, carries extra rules. That is why CCPA B2B data cannot be treated as just business contacts. Some publicly available information is handled differently under the law.

But the exception is narrow, so do not assume a public profile is free to use for any purpose. Record where each field came from, what you use it for and who receives it, and collect only the fields your campaign needs.

Which California Privacy Rights Must You Honor?

The CCPA gives California residents a set of rights over their personal information. The right to know lets a person ask what you collect, why and who receives it, and the CCPA right to know also covers a copy of the specific pieces you hold.

The right to delete asks you to erase information, subject to exceptions. The CCPA right to correct lets a person fix inaccurate information. The right to opt out covers the sale or sharing of personal information, the right to limit applies to sensitive personal information and non-discrimination means you cannot penalize someone for using any of these rights.

For CCPA compliance for B2B teams, the practical point is that each right needs an owner, a place in your CRM and a way to confirm who is asking. Treat these California privacy rights as a standing process and not a one-off project. Our guide to B2B data privacy gives wider background.

What Must a CCPA Privacy Notice Include?

A notice at collection tells people, at or before the point you collect their information, what categories you collect, why, whether you sell or share it and how long you keep it. Your privacy policy goes further: it describes your practices over the past 12 months, lists the rights people have, explains how to use them and needs an update at least once a year.

Place the notice at collection wherever you gather data, such as forms, webinar signups and event scans, and link to the full policy. Include a retention period or the criteria you use to set it, name the categories of third parties and service providers that receive data, and give the request methods the regulations require. Keep the wording plain and check that every link works on mobile.

How Should You Handle Opt-Out Requests?

Under the CCPA opt out requirements, a business that sells or shares personal information must give people a clear way to opt out, usually a link such as Do Not Sell or Share My Personal Information, and must honor each request as soon as feasible and no later than 15 business days.

Opt-out requests do not need to be verified, and you cannot require someone to create an account to make one. Sharing generally means disclosing personal information for cross-context behavioral advertising, which can include website pixels and ad audiences.

You also need to treat browser signals as valid requests. Global Privacy Control B2B sites and landing pages should detect the signal and apply it to that browser, and to the person if you know who they are, without asking for extra proof. Test it on your forms, ad tags and CRM syncs, and confirm that suppression reaches your email and advertising tools. Record each opt-out so a later import does not undo it.

Which Consumer Requests Have Which Deadlines?

The table below summarizes common response timing under the current regulations. Deadlines and exceptions vary by request and can change, so confirm them with your legal team.

Request What it asks for Typical deadline Watch-outs What to test
Right to know
What you collect, use and share
Confirm within 10 business days, respond within 45 days
Verify identity before releasing data
Time from request to answer
Delete or correct
Erase or fix personal information
Confirm within 10 business days, respond within 45 days
Exceptions and downstream service providers
Whether deletion reaches every system
Opt out or limit
Stop sale, sharing or sensitive data use
No later than 15 business days, no extension
Browser signals count as requests
Whether the signal is honored in every tool

How Do You Build a CCPA Compliance Workflow?

  1. Check applicability: Compare your revenue and data volumes with the CCPA thresholds.
  2. Map personal data: List what you collect, where it comes from and why.
  3. Update your notices: Publish a notice at collection and keep your privacy policy current.
  4. Set up requests: Create a form and an owner for requests to know, delete, correct, opt out and limit.
  5. Honor browser signals: Detect Global Privacy Control and apply opt-outs in every tool.
  6. Review and repeat: Check vendor contracts, train your team and revisit the process every year.

How Do You Honor the Right to Delete?

A CCPA data deletion request asks you to delete the personal information you collected from that person. Confirm receipt within 10 business days, verify the requester to a reasonable degree, then delete the information and tell your service providers and contractors to do the same.

Unless an exception applies, such as a legal obligation or completing a transaction. If you decline part of a request, explain why. Many teams keep a minimal suppression record so they do not contact the person again, which is worth confirming with counsel.

Deletion has to reach every place the data lives: your CRM, email platform, ad audiences, spreadsheets and exports, not only the main database. Good CCPA compliance for B2B programs also sets a retention period for each data type and deletes on schedule, even without a request.

Enforcement is real: civil penalties can reach $2,663 per violation, or $7,988 for intentional violations and those involving consumers under 16, as adjusted in 2025 and subject to change.

How Should B2B Marketers Map Personal Data?

  1. List your sources: Forms, events, partners, purchased lists and enrichment tools.
  2. List the fields: Names, emails, phone numbers, titles and online identifiers.
  3. Record the purpose: Note why you collect each field and how you use it.
  4. Name the recipients: List every service provider, contractor and third party.
  5. Set a retention period: Decide how long you keep each field and delete on schedule.
  6. Keep the map current: Review it whenever you add a tool or launch a campaign.

How Does ReachStream Support Privacy-Aware Teams?

ReachStream Prospect is designed to help marketing and sales teams build B2B lists from filters such as industry, job title, location and company size, so you can collect the fields a campaign needs and not more. AI Search lets you describe who you want in everyday language, Similar Companies expands from accounts that already fit, and Technology Insights adds technographic filters.

A built-in email verifier checks addresses, CSV export and native Salesforce and HubSpot sync move the data into your stack, and data enrichment and the Reach API keep records current. We list ISO 27001:2022 and SOC 2 Type II certification, plus GDPR, CCPA, PIPEDA and DPDPA compliance, on our site. That can support your B2B data privacy compliance review, but it does not replace your own notices, opt-out handling and records.

You can explore the platform on the ReachStream Prospect page, and our guide to evaluating B2B data vendors covers the questions to ask any provider.

Frequently Asked Questions

1. Does CCPA apply to B2B marketers?

Yes, if your business meets a CCPA threshold and handles personal information of California residents. The temporary exemptions for B2B and employee data expired at the end of 2022, so business contacts now have the same rights as other consumers. Check your own revenue and data volumes with your legal team.

Make opt-out easy to find, honor requests as soon as feasible and no later than 15 business days, and do not require an account or verification. Treat Global Privacy Control signals as valid requests and make sure suppression reaches every tool. Record each opt-out so it survives future imports.
It lets a person ask you to delete the personal information you collected from them. Confirm receipt, verify the requester, delete the data unless an exception applies and tell your service providers to do the same. Explain any part of the request you decline.
Global Privacy Control is a browser setting or extension that sends a signal asking websites not to sell or share a person’s data. Under the CCPA regulations, businesses must treat it as a valid opt-out request. Test that your site detects the signal and applies it.
Confirm receipt within 10 business days and respond within 45 calendar days, with one 45-day extension if you notify the person. Opt-out and limit requests must be honored no later than 15 business days, with no extension. Confirm current timing with your legal team.
List the sources, fields, purposes, recipients and retention period for each type of personal data, and keep the map updated whenever you add a tool or launch a campaign. A current map makes notices and rights requests much easier to handle.
